Xterra Fan Only Works High

My 2005 xterra ac fan only works on the high position 4 position.

Voltage inputs to blower unit were over 12v on settings 3 4 approximately 10v on settings 1 2. It seems that the two are not working together. The light and the compressor will turn off when i turn the fan up.

Replaced the ac relay with an nissan reley. 2015 rogue join date. Buy the proper part on amazon.
